In a case out of  Washington, D.C., the Humane Society of the United States and others have challenged a decision by the National Marine Fisheries Service to allow the limited killing of California sea lions that prey on salmon and steelheads at a dam on the Washington-Oregon border 146 miles up the Columbia River.
